Though Microsoft provide a way to change the language settings in Azure DevOps, this has no effect on the organization. You can see this option under Time & Locale under user settings where you can see the language dropdown

The language choosen will be reflected only in your profile page and not in any other page. I believe Microsoft is working on the same but not sure when it would be delivered..
